Annual Resident Survey

The National Community Survey™ (The NCS™) report is about the “livability” of Commerce City. The phrase “livable community” is used here to evoke a place that is not simply habitable, but that is desirable. It is not only where people do live, but where they want to live. Great communities are partnerships of the government, private sector, community-based organizations and residents, all geographically connected.

The NCS captures residents’ opinions within the three pillars of a community (Community Characteristics, Governance and Participation) across eight central facets of community (Safety, Mobility, Natural Environment, Built Environment, Economy, Recreation and Wellness, Education and Enrichment and Community Engagement).

2023 Annual Resident Survey

In 2023, the Annual Resident Survey was conducted with a significant contribution from the polling consultant, Polco. The city revisited its participation in the National Community Survey (NCS), a project it had previously engaged in from 2017 to 2019. The NCS questionnaire was designed to capture a comprehensive view of residents' perspectives on community livability. Utilizing the quantitative data gathered from the NCS, the staff planned to initiate further qualitative conversations with residents and community members to delve deeper into their views and concerns.

During a presentation to the City Council, Polco highlighted the key findings from the 2023 Annual Resident Survey. This presentation was a crucial step in sharing the insights gathered from the community, laying the groundwork for informed decision-making and strategic planning by the city officials. The data presented by Polco not only showcased the residents' perceptions but also underscored the importance of community feedback in shaping the city's policies and initiatives for better livability.

Polco Presentation

To ensure a wide and representative sample, approximately 3,000 residents were selected at random, with a careful distribution across ward boundaries, to participate in the survey. They were given six weeks to complete and return the survey, with the process opening up to the general public four weeks after the initial phase. The outreach for participation began in mid-November, with residents receiving mailed postcards and letters inviting them to partake in the survey, a process that continued into December.
